Determined to complete land clearance for Tuyen Quang - Ha Giang Expressway project

BHG - The Steering Committee for Phase 1 of the Tuyen Quang - Ha Giang Expressway’s section running through Ha Giang Province, on the morning of August 6, met to hear reports on the construction progress, land clearance, and obstacles, during the implementation of the project. Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, and Head of the Steering Committee chaired the meeting.

The project has a total investment of 3,198 billion VND sourced from the central and local budget, which will be implemented from 2022 to 2025. Over 1,476 billion VND has been allocated to the project until 2024. In 2024 alone, 234 billion VND has been disbursed, reaching 74.4% of the plan (315 billion VND). As of August 5, compensations for land clearance have been paid to 747 out of 763 households, while 26.844 km out of 27.48 km of cleared land has been handed over to contractors.

Resettlement areas are being built in the communes of Quang Minh, Hung An and Tan Quang, and are expected to be completed and handed over to local people before August 30. In addition, 95% of electricity, water and telecommunications infrastructure has been relocated.

The project is facing some difficulties, such as 14 households have not agreed on the compensation plan and have not handed over land for the project, the stone quarries used as construction materials for the project have almost reached the approved exploitation capacity, and there is no agreement on 26 project dumping sites.

Speaking at the meeting, Chairman of the Provincial People’s Committee Nguyen Van Son requested the project investor to work with Bac Quang District, to review the funds shortage in conducting compensation and land clearance and have a plan to arrange supplemented capital for the district. The Provincial Working Group should coordinate with Bac Quang District to urgently remove difficulties in completing the construction of resettlement areas and address compensation and land clearance problems. In addition, he asked the project investor to work with the Provincial Working Group and Bac Quang District, to review households affected by the project during the construction process, such as those without road access to their living areas or no access to production land, thus, prepare conditions to adjust the project from two lanes to four lanes.
