Efforts made to ensure smooth administrative procedures amid organisational streamlining

BHG - To streamline the administrative system, ensuring the seamless and uninterrupted processing of administrative procedures is an urgent requirement. At the Public Administration Service Centre (PASC), the number of citizens and businesses handling administrative procedures has increased significantly following the merger of agencies and units. However, the processing remains efficient and smooth. For instance, the Provincial Traffic Police Department took over issuing and renewing driver's licenses from the Department of Construction and promptly managed the transition without causing any delays.

The Department of Agriculture and Environment, following the merger of the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development, now handles numerous administrative procedures. However, it ensures timely reception and processing, resolving obstacles on-site. The offices have been reorganised, and process systems are established to ensure standardisation. The PASC has been guiding units in reviewing and setting up electronic procedures, fully transferring data between agencies, updating identification codes, and adjusting administrative procedures to align with the new organisational structure.

Nguyen Duc Manh, Deputy Director of the PASC, stated that the centre officials have been working continuously to ensure smooth administrative processing over the past month. The centre has advised the Provincial People's Committee on key administrative procedure management for 2025, adjusting processes, restructuring to suit practical needs, and implementing administrative procedures not restricted by geographical boundaries.

Resolution No.190 of the 15th National Assembly mandates that the implementation of administrative procedures must be seamless and uninterrupted, without requiring organisations or individuals to resubmit previously submitted documents or repeat procedural steps taken before the restructuring. Currently, the province has 1,982 administrative procedures related to citizens and businesses, along with 579 internal procedures between state agencies. The Provincial People's Committee has promptly issued directives to ensure proper implementation of administrative procedures during the restructuring process, emphasising compliance, stability, continuity, and efficiency. At the same time, the province is reviewing and standardising administrative procedures, establishing electronic processes, consolidating the "one-stop shop" departments at all levels, updating agency and unit identification codes, and publishing a list of administrative procedures eligible for fully online public services to meet the needs of citizens and businesses.

With efforts to streamline the administrative apparatus and reform the process of handling administrative procedures, the province is gradually modernising public administration, building a digital government, and placing citizens and businesses at the centre of its services. This ensures transparency, efficiency, and seamless administrative operations.
