Administrative reform in Hoang Su Phi: faster, more convenient and more transparent
BHG - Hoang Su Phi District is focusing on building a democratic, modern administration through synchronised, decisive solutions appropriate to local conditions.
The district has issued numerous plans, directing units to implement information technology (IT) applications, digital transformation, administrative procedure reforms, one-stop shop mechanism innovations and digital signature use in state agencies.

In 2024, the district received nearly 27,579 dossiers, of which 99% were resolved ahead of schedule and 99.5% were digitised, showing marked improvement in administrative management.
To make a mark in administrative reform, the district encourages local units to research and apply new models and initiatives.
Many solutions have been implemented, such as improving the quality of commune-level officials, reforming leadership assessment, improving the business environment, enhancing the competitiveness index, green index and public administration governance index.
With the motto "Administrative reform for the people", the district continues to review and simplify administrative procedures, build e-government and improve administrative reform index, to meet the needs of citizens and businesses.
Administrative procedures are fully disclosed at one-stop shops, on public service systems, electronic information pages, local government headquarters, villages, residential areas, as well as through conferences, loudspeaker systems and social media.
In 2024, the district organised 1,267 publicity campaigns with over 80,357 participants, compiled and distributed over 6,000 plastic fans with legal content, organised five legal knowledge competitions and implemented 908 radio programmes reaching approximately 108,914 listeners.
Tran Quang Bang, Chairman of the Hoang Su Phi District People's Committee, emphasised several key tasks to improve the effectiveness of administrative procedure reforms and public services.
The district requires units to strengthen leaders’ responsibility in improving service quality and ensuring transparency of administrative procedures as regulated. Simultaneously, they must monitor and promptly address difficulties faced by citizens and businesses to avoid prolonged situations causing expense and time costs.
The district continues to improve the quality of receiving dossiers and returning results according to Decree 61/2018/ND-CP, promoting administrative procedures in the electronic environment, and increasing the use of online public services and postal services for greater convenience to citizens and businesses.
