Ha Giang carries out substantive and effective administrative reform

BHG - Ha Giang Province has placed the people at the centre of its administrative reform effort, considering the satisfaction of the people, organisations, and enterprises as a measure of the service quality of state agencies.

This is the province’s consistent viewpoint in directing administrative reform so as to build a modern, progressive, professional and effective administration.

To enhance the quality of administrative reform, the province focuses on increasing the quality of formulating and issuing legal documents to promptly realise the Party and State’s guidelines and policies.

Between 2021 and the first quarter of 2024, the provincial and local authorities promulgated nearly 300 legal documents,which are synchronous, effective, highly feasible, and appropriate for the local development situation. The province also regularly inspects and reviews legal documents to make timely revisions and abolish those that have become unnecessary.

With regards to administrative procedure reform, every year the provincial People’s Committee all has plans to control and review administrative procedures, in which the tasks and responsibilities of each agency in controlling administrative procedures are specified.

From 2021 to the first quarter of 2024, the total number of administrative procedure dossiers submitted to three levels of government was 1.1 million, of which 41% were online dossiers and more than 99% had been processed. 90% of province-level agencies have digitised dossiers and employed digital signatures, helping to reduce the processing time by 30%.

Along with the abovementioned tasks, Ha Giang Province also pays particular attention to the building of an electronic and digital government. To date, the dedicated data transmission network of Party and State agencies in the province has had its bandwidth upgraded with nearly 240 points.

The whole province has around 2,400 base transceiver stations. The proportion of communes and wards with broadband internet is 98%, while mobile phone coverage is 98.6%, and 100% of administrative agencies can participate in online meetings.

Thanks to many synchronous measures, Ha Giang has achieved positive results in administrative reform. In 2023, Ha Giang jumped six places to number 31/63 on the Satisfaction Index of Public Administrative Services (SIPAS). Its Provincial Governance and Public Administration Performance Index (PAPI) rose 29 notches to rank 11th out of 63 provinces and cities, while the Public Administration Reform Index also climbed by 17 places to number 23/63.
